To the family of Dr. Neal, I hope you are able to see this message, as I just heard the news that Dr. Neal had passed. Growing up, I was unaware that your Father, was the man who saved my brother and my families life. In 1976, my brother was born in Washington, PA and the doctors & nurses were not able to care for my brother. He was rushed to Ruby Memorial to be saved by Dr. Neal. He spent many years under Dr. Neal’s care and I will be forever grateful for him. He was absolutely wonderful man. Today, I am filled with tears knowing that I was unable to thank him. If it weren’t for Dr. Neal, I wouldn’t have my brother. I am so very thankful for your father, he truly was a miracle worker. Your family will be in my prayers.

He was a good friend, a great Doc and a true visionary regarding the regionalization of health care in sparsely populated states. I was fascinated and bedazzled to read of the breadth of his career. I had the privilege of serving with Doc Neal on the Constellation in Viet Nam. He was a great flight surgeon and a great leader as a Naval officer. He was always there for us when we got hurt working on the flight deck. Always enjoyed his humor. Was very lucky to meet up with him again in 2005 when we held a VA-196 reunion at Whidbey Island. He was truly a great guy who was loved by all. Rest in Peace Shipmate

Bill was a great man. Looking back on it I don't see how he acheived so much yet was a close friend and a great physician to many of us.

Dr. Neal was a wonderful doctor who truly cared for his patients. My brother was born with a heart defect and Dr. Neal was his doctor until he was an adult. My brother truly looked up to him and will never forget him and the impact he made in his life and other children's life. He tried to locate him at Ruby a few years ago and was told he retired. This man was more than a doctor, he was a friend to his patients. His shoes will be hard to fill. RIP

My warm memories of Bill extend back to times we first shared walking home from grade school and continued to reminisce about as late as our most recent high school reunion in 2018 with classmates who graduated in 1957 from St Joseph’s HS in Huntington. As the son of a physician he was proud and learned what life would be like if he followed that path. We stayed in touch over the years, first when he attended Xavier and I was at the University of Cincinnati. We played tennis together when we were reunited more closely in Morgantown in the 1980s as I served on the faculty of the College of Arts and Sciences and he at WVU medical center.
Bill combined the qualities of a curious dreamer with those of a man of action. Although those who read his obituary will marvel at his accomplishment as I do, it’s Bill’s humility and hope that he could do even more for the children he served that stand out in my thoughts as we pause to offer thanks for his achievements and condolences to the extended family that will miss him so much.

It was a great honor and privilege to work with Bill for the last 5-6 year with the FH Foundation. He was passionate about improving the care of children with this condition and worked tirelessly and with great sincerity. He was the Chairman of the Board for our organization and a man with very sage advice and counsel. We will miss him dearly. I was fortunate enough to work for Dr. Neal as an admin at the FH Foundation. I was tasked with assisting him in any of his FH related needs. Having no medical or public health experience I often felt intimidated but Dr. Neal never hesitated to explain what we were working on why it was important. Often we would share stories of my father or Dr. Neal's time in the navy as both served at the same time.
I will always remember Dr. Neal's kindness and passion for public health. My sincerest condolences to his loved ones.

Our condolences to Dr. Neal’s family. He was a great doctor and a true gentleman. We first met Bill in 1983 as lead physician for our own daughter. She had success heart surgery at age 3 in 1986 and he remained her heart doctor until released at age 18. She went on to become a pediatric ICU nurse at Vanderbilt Hospital and I know he and all her doctors and nurses had a profound impact on her, and ours, life. I later got to know him better over the years in my career and truly admired his ability and commitment to provide high level care to children. Rest In Peace and thank you for your dedication.

Mike Santer, Bill Neal, Dan Haller and Don Benson always went to 6AM mass. On this day, they all went about their usual preparations and were headed to the chapel. But it was 2AM. They'd reset Don's alarm as a practical joke. I had to wait in the bushes to get this picture when they surprised Don with reality.
Bill was a treasured member of the Wheeling College Class of '61. Even though he would graduate from Xavier, he was our classmate and was always included in our emails, reunions, etc. By the way, Mike and Don, as well as Bill, continued on to become noted medical doctors. Dan is an attorney who has dedicated his life to serving those in need.
We will miss Bill and will always be grateful for having known him.
