I worked with Rick during his entire tenure with the PSC, and before. He was a true friend. His word was his bond, and he never wavered from his dedication to his high ideals for the public good and protection of our environment.
I have many memories of Rick, ranging from working together on utility cases at the PSC and at the federal level, to playing softball, to discussing the beauty of Bear Rocks and other West Virginia mountain and wilderness areas and why they must be protected, to his love of Ansel Adams photographs.
In over forty years of working with Rick, every workday, I never heard him speak in anger about anybody. He could truly advocate strongly for his positions and disagree with opposing positions without being disagreeable.
He was also a fun guy to be around outside the office and he was a lively participant in leisure activities, whether having a beer with the team after a softball game or having thoughtful discussions after dinner while enjoying a glass of fine wine.
I mentioned Bear Rocks because I recall several conversations with Rick that you didn't have to be a hiker or camper to enjoy the beauty of West Virginia views. He strongly supported economic development including commercial and industrial development, but wanted that to be accomplished without destroying the viewsheds of places like Bear Rocks. He made a believer out of me on that. I include a few photos here because Rick would show photos like this to me when advocating for preserving them. How could anybody disagree?

We mourn the loss of a good family friend and golf buddy, Richard Hitt. We've known Rick and his family for 40 years, watching as he became a first-time father until his final days. He was a cerebral person--always thinking before giving an opinion. He was a good athlete, having completed the Charleston Distance Run and playing several sports. I loved golfing with him. His years ran out too fast. We are thinking of him and his family in this time of mourning. Rest in Peace, my friend.

Deepest condolences. Rick and Earl Melton used to drive down to Greensboro and stay at my house annually to go to the Greater Greensboro Open (GGO), play lots of golf, play poker, and participate in various other shenanigans. We always had a great time. Rick will truly be missed. Rest In Peace my friend.
