My heart sank when I learned of Joe's passing. He was a friend and a colleague. Joe taught me things I would never have learned and we stayed in contact well after his retirement. He was a great American and asset to analysts at Defense Intelligence Agency and the Department of Defense. Our sincerest condolences to Sylvia, Tina and her husband, and the rest of the family. He will be missed.

I have had the privilege of knowing Mr. Belt since the fall of 1977. Each time I visited the Belt residence, Mr. Belt was always friendly and made me feel welcome. Any time I would see Mr. Belt out in public, he would always acknowledge me and ask how I was doing. During one of those early conversations, he told me to just call him "Joe."
As years past, my Mom and I would often see Joe and Sylvia out having dinner. We always looked forward to sharing a little time with them. Our favorite place to see Joe and Sylvia was at the Morgantown Church of God every Sunday. We always enjoyed their friendship and fellowship.
I was saddened to learn of Joe's illness, but am encouraged that he has received the perfect healing in Heaven. I want to thank God that Joe was my friend for many years.
I know we are all saddened by the loss of Joe, but God promised that He will always be there with us. So, in the days and weeks to come, may you find joy and comfort reminiscing memories of Joe.

James Joseph Belt
Connie and I extend our condolences to the family of Joe Belt. I recall when his mother and father (Aunt Dexter and Uncle Carl) would travel to Fairmont with young Joe to visit our family. We always looked forward to them visiting us. My mother and father would drive to Moundsville with us to visit the Belts. Later this tradition and closeness was extended when Joe married Sylvia, a wonderful and kind lady. As they raised a family they would bring their children to Fairmont, and my mother, until her death in 1992, always looked forward to visiting with Joe and his family. My mother and Aunt Dexter always had a strong bonding as sisters.
Joe loved to go fishing, as did my older brother Michael and twin brothers Jim & John. We fished many times the rivers and lakes in West Virginia. Some of my most vivid memories are the two adventurous trips we took to Canada by plane that included my brother Jim, Joe, Philip, Jeff, and Craig.
In recent years we attended a West Virginia University football game together with Jim & John. We always enjoyed getting together at our favorite Italian restaurant Muriales. So even though I have been living in Texas since 1969, I have been able to maintain a continuous relationship with Joe and his wife Sylvia. For years they often visited my sister, Linda, who in turn always kept me up to date as to how the Belts were doing. They visited with her about 10 days before Joe died.
Joe was a true gentleman man who did all he could to raise a wonderful family and to be a loving husband. He was pleasant to be around, laughed a lot and was always considerate of others. He was a wonderful person to know and be with. I am proud to be his first cousin.
I could go on saying only praises about Joe. He was a role model for his children and grandchildren. Joe lived a full life that everybody who knew him can be proud.

I rarely got to see him in person as he was always keeping himself busy. Jeff was always updating me on his time in the outdoors and his keeping up with his wonderful family. What a fantastic human being he was and he will be a great addition to God's family. I will always remember the times he came in for a coffee before work when he would regale me with his stories of growing up in WV. He had a way of making a person want to go out and see all there was to see in that great state. He will certainly be missed, but he will always be appreciated and remembered.
