I am deeply saddened with Phil's passing. I enjoyed working and knowing him; as well as knowing you. I will never forget his continued expression of his love for you.

My dogs and I sure loved his visits to the fence during those hot summer mornings and evenings. From the first day I moved in, Phil always looked out for me and kept me on my toes trying to make my yard half as beautiful. I am so sorry to hear of Phil's passing. He had such a presence in this world and was loved by so many. Once I left OSMRE, I would stop and see him at the office in Morgantown every time I passed through on my way back to PA. He will surely be missed. My thoughts are with you.
I was Phil's boss for many years at the Office of Surface Mining. He not only had a big heart, but also had a soft heart that was easy hurt. He might have been a little rough around the edges at times, but his kind heart more than made up for it. Rest in peace old friend, I'll never forget you.
