Val and I send along our sincere condolences in learning of the passing of Mrs. Bailey. She was a lovely lady and Washington Avenue lost 2 pillars when she and Mr. Bailey moved. Andrew remembers so fondly the warmth Mrs. Bailey extended to him when he was young and visiting his father and grandfather at 1810. Trips to North Hill pool were highlighted by rides home in the green Vega and urging Mrs. Bailey to see how far up Broad Street Hill she could get before shifting to 2nd gear...scholastic stickers all over the back glass standing in tribute to the value you all placed on education and the Bailey children. Mrs. Bailey is also responsible for Andrew's childhood conversion from Peter Pan peanut butter to JIF. That still stands, and will. What a lovely tribute to your mother in words that we know doesn't even touch the surface. Thank you for brightening our lives on Washington Avenue, Mrs. Bailey.
Yours in Christ, Val and Andrew Woofter

The “Boys in the Boat” (PHS ‘71) will miss Penny, our official team mother. Always there with a smile and words of encouragement, she was our rudder forever keeping us on course. May she Rest In Peace with her beloved husband and 2 of our teammates.

Both Jane and I are saddened by Penny’s passing and offer our condolences to the family.
She was a great lady and a very fun filled crew mom to all of us high school rowers. She and Bob were also great neighbors on Washington Avenue. My wife, Jane, really enjoyed knowing them and working together for various neighborhood functions from Christmas luminaries to getting our street designated a historical district.

Dear Bailey Family,
Carol and I (Buff) got to know Penelope and Bob after our daughter, Erin, married Matt. We can’t say we knew them well. The wedding was the first time I remember meeting them, but it could have been earlier (a senior moment).
Regardless of the limited time we spent with them, we feel like they were part of our lives. Reading Penelope’s obituary and remembering Bob’s they came alive again in our memories. That feeling is probably vicarious. Matt seems to reflect them in so much detail. We could not only see them, but see Matt and his siblings through the beautiful remembrance. Knowing their family, we feel we knew them.
Penelope’s strong values and decades of service to family and community, like Bob’s, shine forth. The following generation has carried on that legacy, and I hope the newest members remain faithful to those virtues: “family first,” “forward thinking, outward, positive, and progressive.”
The Baileys remind me so much of my family: School Board, Library Board, deep local roots, tidiness, promptness, strong but unassuming values, a ‘greatest generation’ view of the world, …. The care Penelope received from her family over the tragedy of Covid and the months of Hospice were heroic and gallantly given, like my sisters’ care of Virginia V.
Regrettably, I’ve failed in meeting many standards that our families set, but that’s the point of standards, to aspire. We see Penelope and Bob in the examples they set, and in the graciousness and kindness of their progeny. We urge the successor generations to reflect on their examples.
On a lighter note, the promptness category has often confounded, and we’ve only adopted the ritual happy hour after Matt’s introduction. The Hellman’s and kitchen apron are unlikely to ever make it into our repertoire; although Carol went out today and bought bouquets and an apron (ripples or butterfly wings forever).
We are deeply grateful that Erin and our grandkids, Ella and Lee, got to know Penelope and Bob, got to see them at their best, got examples of living a good and meaningful life, became Baileys.
Our warm thanks and our prayers go out to the whole Bailey clan, living and departed.
Love
Buff and Carol Vocke

Penny Bailey was a remarkable, lovely, and winsome woman with charm, grace, wisdom, and (especially) love to spare for all comers! To walk into her home was to become a member of the family—she had an astonishing capacity to make everyone feel welcome, important, and cared-for... She will leave an enormous void for such a tiny thing, especially to her family and dearest friends, but she also leaves behind the wonderful memories for all of us of a life well lived! Rest well, Penelope—you have earned it!
